Preamble
We are a small trust. We have no divisions, no Security Council veto, no billion-dollar aid budget.
But we have a Tribunal. We have a ledger that cannot be altered. And we have a voice.
When the Pope is silent, when the United Nations issues reports that no one reads, when governments that signed the Genocide Convention invoke "complexity" to avoid their obligations, then it falls to ordinary people, organized in good faith, to say what is true.
These are not "conflicts." They are not "crises." They are atrocities. They have names, perpetrators, and victims. And the failure to name them is itself a form of violence.
The Covenant does not claim jurisdiction over nations. But we claim the right, which belongs to every living soul, to bear witness, to keep the record, and to say: this is wrong, and we know it.

Each denunciation is issued under the Tribunal Seal and recorded in the Covenant ledger. They are not opinions. They are findings of conscience, made in the open, bearing the seal and signature of the trust.
