Finding

The sustained bombardment and siege of Gaza since October 2023 constitutes collective punishment of a civilian population on a scale that demands the word it has earned.

Entire neighborhoods have been leveled. Hospitals have been struck — not once, not by accident, but repeatedly and systematically. Schools sheltering displaced families have been hit. Refugee camps, where people fled because they were told to, have been targeted after the flight.

Over two million people have been subjected to forced displacement, many of them displaced multiple times within months. Food, water, medicine, and fuel have been blocked or restricted as deliberate instruments of policy. Starvation has been used as a weapon of war against a population that has no army, no air force, and no border it controls.

The Record

The International Court of Justice has found a plausible risk of genocide and ordered provisional measures. Those measures have not been complied with.

The International Criminal Court has issued arrest warrants for leaders on both sides of this conflict.

Independent journalists, medical personnel, and humanitarian workers — many of whom have been killed in the course of their work — have documented what is happening in real time. The evidence is not classified. It is not ambiguous. It is broadcast daily, and the world watches.

What the Covenant Declares

The Soteria Covenant does not find the risk "plausible." We find it visible.

We denounce the killing of civilians, the destruction of civilian infrastructure, and the use of starvation as a weapon against a captive population.

We denounce every state that has supplied weapons used in these operations.

We denounce every government that has provided diplomatic cover, vetoed accountability, or invoked "self-defense" to excuse the inexcusable.

We denounce every institution that has had the power to intervene and has chosen not to.

And we say to the people of Gaza, and to Palestinians everywhere: you are not forgotten. Your suffering is recorded. Your names matter. And the silence of the powerful does not erase what has been done to you.

To the Children

There is no section of international law, no clause of any treaty, no interpretation of any doctrine — sacred or secular — that permits the killing of children as a cost of policy.

A government that buries children under rubble and calls it security has lost the right to use that word.
