Finding

Since 2017, the Rohingya people have been subjected to mass killing, sexual violence, the burning of entire villages, and forced expulsion from their homeland in Myanmar's Rakhine State.

The scale and coordination of these operations — described by United Nations investigators as bearing "the hallmarks of genocide" — were not the acts of rogue units or local disputes. They were systematic, planned, and executed by the Myanmar military with the clear intent to destroy, in whole or in part, a people who had lived on that land for generations.


The Record

Over 700,000 Rohingya fled to Bangladesh during the 2017 military operations alone. They joined hundreds of thousands already displaced by earlier waves of violence. Today, over a million Rohingya live in refugee camps in Cox's Bazar — the largest refugee settlement in the world — with no legal status, no right to work, no access to formal education, and no realistic path to return.

Those who remained in Myanmar face apartheid conditions: confined to camps and villages, denied citizenship, denied freedom of movement, denied the right to call themselves by their own name. The Myanmar government does not recognize the word "Rohingya."

The International Court of Justice ordered Myanmar to protect the Rohingya from genocide in 2020. The military coup of 2021 made compliance a dead letter. The Rohingya remain stateless, unprotected, and largely forgotten.


What the Covenant Declares

We denounce the systematic attempt to erase a people from the land where they were born.

We denounce the denial of citizenship as a weapon of exclusion, and the refusal to recognize a people's name as an act of ontological violence — to deny what someone is called is to deny that they exist.

We denounce the international community for allowing a million people to remain in open-air detention for nearly a decade with no resolution, no accountability, and no plan.

And we say to the Rohingya: you exist. You have a name. You have a history. And the fact that a state refuses to speak it does not make it untrue.
